What people are free from these permits
- Chinese citizens - holding only China's passport or permenant China citizens
- Hong Kong people with permenant H.K. ID
- Maccao people with permenant Maccao ID
- Chinese living overseas with China's passport only
Required:
- individual tourists are not allowed to go to tibet in any means if he or she has no receipt; here ' receipt' means 'local tour operator' and 'local travel agent'; 'Receipt' does not mean any local family or local person
- if you are a crew of people with business purpose and wish to make conversations on business, your receipt must be 'Foreign trade and Economic association of Tibet A.R.'; we can assist on arrange this permit for you
Special exception:
- If you are an individual, you can obtain the permit at Lhasa railway station; this exception is only valid for foreign tourists who take train to Lhasa; at the exit of Lhasa railway station, you are required to present your permit, if there isn't, you are required to apply at site
