On the modification over the restriction on foreign tourists into Tibet Autonomous Region
Issued in October, 2002.
1. Cancel the regulation that tourists from Hong Kong and Maccau shall first obtain the Travel Permit into Tibet (A.R.). Tourists from Hong Kong and Maccau can freely go into Tibet (A.R.) and travel in open area if they have legally held “Huixiangzhen” and “Pass for multi -- entry Mainland”. But while they are in Tibet, they still need to accommodate in authorized hotels and guesthouses and they must register and report to local PSB when they arrive there.
2. Touring in frontier area or military controlled area. Tourists from Hong Kong and Macau must be organized in group of all sizes by local travel agency and obtain special “Pass of frontier tour” issued by Armed Frontier Defence of Tibet (A.R.).
3. Cancel the regulation on limit of tourist number in a group. <Before this modification, there was a limit on tourists who want to go into Tibet (A.R.) -- No group with no more than 5 persons were allowed into Tibet (A.R.) from Nepal side.>Any individual tourist without being organized by travel agency is not allowed to go into Tibet (A.R.).
